NCPN-FT works with state and international agencies to ensure the transfer of virus-tested fruit trees. But not all states have certification programs. Those that do have certification programs have different program standards.
NCPN-FT supports efforts to harmonize state certification standards. Section 3.a. of the NCPN-FT Charter reads:
3.a. The NCPN-FT will assist in discussions to coordinate and harmonize state certification programs to develop a national certification minimum standard that would qualify for interstate distribution and export to foreign markets (predominantly Canada and Mexico at this time).
A working group of the NCPN-FT, funded through a USDA Cooperative Agreement, has produced a state-level model regulatory standard (PDF).
